UK union group "Unions 21" has published a TUAC discussion paper on "Organising  workers globally, the need for public policy to regulate investment". The paper was launched at the TUC Congress in Brighton at a fringe meeting on 9 September that included John Monks of the ETUC, Denise Morgan of UNI-Europa and John Evans of TUAC.

The paper points to growing income inequality globally and links this to weakened bargaining power of unions as a result of financialisation and the growth of global supply chains. The response must be to strengthen the instruments to protect workers' rights such as the OECD Guidelines on Multinational Enterprises.
